research, monitoring and evaluation
The primary goal of ELMA’s Research, Monitoring and Evaluation (RM&E) unit is to support ELMA program investments staff in formulating judgments based upon the best available evidence. RM&E seeks to bolster the research, planning and evaluation of ELMA’s program investments individually as well as collectively, while strengthening internal grants administration and monitoring processes to better track specified outcomes and real-world impact. Recent efforts include:

formalizing monitoring frameworks for each open grant to track progress against specified outcomes;

making more explicit the values, expectations and comparative advantages that ELMA brings to its work;

evaluating key programs to understand how different approaches are being used to address similar problems; and

strengthening data systems to support the flow of information.
ELMA also recognizes the importance of collaboration among peer funders. To this end, ELMA is working to establish links with monitoring and evaluation practitioners in philanthropy and development, share information with other funders with an eye to joint planning, and encourage dissemination of evaluation results among donors and relevant grantees.
